habitation rabidation

my design module theme this semester is about habitation, which is a theme globalisation has made virtually borderless. the New York Times has this interesting article about refugees and designing for them, because refugees have become the new segment of urban society. it broadly points out that refugees are coming from increasingly urban backgrounds, and that 'refugees' are showing up all over the world in the form of migrant workers in their urban ghettoes. how do we design for cultural aliens who don't align to our conventions of habitation? what are some guidelines for ensuring best fit results? where is the architect in all of this?

brad pitt's MIR (make it right) project for rebuilding a post katrina neighbourhood in New Orleans probably doesn't house refugees, but MVRDV's design is very tongue-in-cheek. its virtually a drowning house.
